Stylizer, by SkyBound Software, is by far the best CSS editor in existance for Win/PC environments. It allows for "live" CSS editing that allows you to see the changes in real time (even with server side scripted websites) and even allows you to save directly to the server OR to your own hard drive.
Some competing products, like CSS Edit, have been around for a while on MAC systems, and until now, a suitable solution for PC has been no where to be found.
My FAVORITE feature is built in tersting environments for all versions of Internet Explorer back to IE6 as well Firefox back to 2 and even Chrome.
